The medal was originally given to buyers of lottery tickets for a silver cistern crafted by Henry Jernegan, a London goldsmith and banker. Each ticket cost either five or six shillings, and the purchaser received a silver medal into the bargain, valued at about three shillings (American Journal of Numismatics, 1871, p. 69).
